Jacksonville, Fla. - State inspectors recommended emergency orders for three Northeast Florida restaurants this week, including Hot Wok on Emerson Street, while 13 places got through their inspections with zero violations. Inspectors also recommended 15 administrative complaints.

The Florida Department of Business and Professional Regulation (DBPR) posted 145 inspections in Duval, St. Johns, Clay and Nassau counties from Oct. 19 through Oct. 21. Those visits turned up 713 violations: 162 high priority, 150 intermediate and 401 basic.

State records lag a few days, so more inspections from this week may still be added.

How to read Florida inspection results

Florida reports results, not number scores. Numbers in parentheses below are violations: high priority / intermediate / basic. High-priority violations are the most serious kind. A recommendation is not a final ruling.

ResultWhat it means
Inspection Completed - No Further ActionMet standards that day (violations may still be noted)
Warning IssuedViolations must be fixed by a callback visit
Call Back - CompliedThe follow-up found the problems fixed
Administrative complaint recommendedInspector recommended the state pursue a complaint (possible fine)
Emergency order recommendedInspector recommended an emergency closure order

  • Popeyes #1369 got an emergency order recommendation Oct. 19, then passed a callback the same day with zero violations ("Emergency Order Callback Complied").
  • Hot Wok got its recommendation Oct. 21 after inspectors recorded 16 violations, four of them high priority.
  • Main St Pizza & Ice Cream had three visits in two days. On Oct. 20, an inspection found 10 violations and the inspector recommended an administrative complaint. An Oct. 21 callback again recommended a complaint, and a second visit that day ended with an emergency order recommendation.

An emergency order recommendation doesn't mean the state issued a final closure order. Check the current status in our lookup.

Main St Pizza's Oct. 20 visit is one of the 15. Here are the other 14:

Two stood out:

  • Hong Kong JAX Restaurant2, 13500 Beach Blvd., Suite 25, Jacksonville, had the most violations overall: 33.

Three of the 14 are on Kingsley Avenue in Orange Park: La Nopalera, Op Fish House & Oyster Bar and King Kabab.

Two more places had callbacks that ended with an administrative complaint recommendation. Park Avenue Billiards2, 714 Park Ave., Orange Park, got that result Oct. 19 and again Oct. 20 (2 / 0 / 0 each time). Bagels R US #3, 4146 S. Third St., Jacksonville Beach, got it Oct. 20 with zero violations recorded on that callback.

Violations, but no further action

A "No Further Action" result doesn't always mean a clean kitchen. Two Jacksonville restaurants show the difference:

  • Ruta Catracha 50424 had 24 violations on Oct. 20 (4 / 5 / 15) and still ended with No Further Action.
  • Fryday's had 19 violations on Oct. 21 (2 / 6 / 11), also No Further Action.

That means they met the state's standards that day even with violations noted. It's why it pays to look at both the result and the violation count.

Nearly half of the visits, 69 of 145, ended with No Further Action. Another 30 were follow-ups that found earlier problems fixed.

By city, Jacksonville had 85 inspections, St. Augustine 18 and Orange Park 12. Atlantic Beach, Jacksonville Beach, Fernandina Beach and Hastings had four each, and Hilliard had three.
